Jefferson County is District 0700 of the Central New York Area 47 of the A.A. General Service Conference. Our service structure is described as the upside down triangle.
"The typical structure of many organizations in the world today can be visualized as a triangle. The triangle narrows to a point at the top, where a very few people hold “final authority” over everyone
else in the organization. They decide what it will and will not do. The rest of the triangle — the broad foundation upon which the organization rests—often has little or no say.
General service in A.A. flips this triangle on its head. The top of the triangle is now on the bottom — and the bottom is now on top. Final authority now resides in the foundation of the triangle. In general
service, this means the groups of A.A.

Final authority rests with the groups. Each local group may elect a General Service Representative (G.S.R.) and alternate who are part of the District 0700 General Service Committee which meets monthly. The local Committee elects a District Committee Member (D.C.M.) and alternate who are the official representatives at the monthly Area Assemblies.

The Jefferson County Intergroup is an A.A. service office that involves partnership among groups in a community — just as A.A. groups themselves are partnerships of individuals. An intergroup committee is established to carry out certain functions common to all the groups — functions that are best handled by a centralized office — and it is usually maintained, supervised and supported by these groups in their general interest. It exists to aid the groups in their common purpose of carrying the A.A. message to the alcoholic who still suffers. Our Jefferson County Intergroup operates a Help Line, Website, conducts outreach to treatment programs and corrections facilities, and more.
Every group is encouraged to have an Intergroup Representative (IGR) to represent them. Meetings are open to all AA members.
Intergroup meets at 7PM on the second Monday of every month at 123 Franklin St. in Watertown.
Intergroup elects all "trusted Servants" to serve a two-year term. The officers are the Chairperson, Co-Chairperson, Secretary, and treasurer.
The Chairperson presides at all meetings, may limit debate on issues or motions, may schedule special meetings as necessary, executes contracts and legal documents, may sign checks, makes every effort to assure that all decisions and resolutions of the Intergroup are carried out.
For the January 2025 to December 2026 term the Chairperson is Greg R, his homegroup is the Saturday/Sunday Discussion Group
The Co-chairperson carries out the responsibilities of the chairperson in the chairpersons absence, may sign checks, may perform other duties as assigned.
The Treasurer shall be the chief financial officer of the Intergroup and shall maintain banking records, deposits and withdrawals, book-keeping, sign checks for invoices already approved by the Intergroup, maintains petty cash for items under 25$. Assures that a competent independent counsel represents Intergroup in all matters with the IRS, assures that an audit is performed prior to rotation of service positions, provides a financial report to the Intergroup monthly, submits a proposed budget in October. In the absence of Chairperson and Co-chairperson conducts meetings.
The Secretary records and keeps minutes of meetings, maintains copies of committee reports and other documents, maintains the trusted servants list, receives and sorts or responds to mail as needed, chairs meetings in the absence of the other officers.
The Website Committee is responsible for managing the Intergroup digital assets which include the website, webmail accounts, and dropbox account, and maintaining the online and paper meeting lists.
The website is the "Digital Hand of AA" and may be the first point of contact with persons reaching out for help. It also serves the communication needs of the local A.A. community with a directory of meetings, calendar of upcoming events, news and reference material.

The Corrections Committee works to carry the A.A. message to incarcerated alcoholics, coordinating volunteers who go into the Jefferson County Jail and other correctional facilities to bring regular A.A. meetings to inmates.

The Grapevine Representative makes the magazine available to groups and encourage A.A.s to read them, contribute to them, subscribe to them and use them in Twelfth Step work. The Grapevine and La Viña are the international journals of Alcoholics Anonymous in print, digital and audio. Written, edited, and illustrated by A.A. members and friends of A.A., Grapevine is a lifeline linking one alcoholic to another. Grapevine communicates the experience, strength, and hope of its contributors and reflects a broad geographic spectrum of current A.A. experience. Throughout its history the magazine has been a forum for the varied and often divergent opinions of A.A.s around the world. AA Grapevine is incorporated as one of the two independent arms of A.A.’s General Service Board, with its own corporate board, staff, and financial operation separate from that of the General Service Office.
Grapevine does not receive group contributions, but is supported entirely through subscription sales and income from the sale of related items.

Public Information committees work to convey A.A. information to the general public. Cooperation with the Professional Community work to inform professionals who are likely to come into contact with problem drinkers about A.A.

The Literature Committee works to convey the importance of A.A. literature to recovery. They make sure that A.A. literature is available to A.A. groups, service meetings, A.A. events and the general public.

The Archives committee works to collect, preserve, and share the history of A.A. A special project of the Archives Committee is a collection of recordings of local speakers and interviews with A.A. members.

The A.A. Helpline offers a local gateway to reach Alcoholics Anonymous. The service receives inquiries from those seeking help and may refer callers to a nearby A.A. group or may have an A.A. member contact them. Of all the Intergroup committees the Helpline utilizes the most volunteers, including volunteers who answer the phone 24/7 and the volunteers who make the 12th Step Calls by phone and in-person when someone reaches out for help.

The Treatment Committee works to carry the A.A. message into treatment settings where there may be suffering alcoholics. Currently the committee schedules volunteers to go in pairs the the Thrive Farm every week to carry the A.A. message to residents.

The Events Committee is the newest of Intergroups' standing committees, created May 19th 2025. Intergroup sponsors special events from time to time. District 0700 of our General Service structure also hosts special events ass do many local groups. The purpose of the Events Committee is to take the lead in organizing special events hosted by the Intergroup Committee and District 0700 and provide assistance to individual groups as needed.
